Job in Punjab or Central govt as a Class-I officer after Diploma in Automobile engineering?


I am doing Three years diploma in Automobile engg., I want to serve in Govt. deptt. in Punjab / Centre govt. as an class I officer before that i want to do B.tech in what college of North india i take addmission pl guide with details.
