There is no percentage criteria to apply for UPSE exm, the eligibility criteria is just Graduation in any stream or subjects from any University approved by UGC(University Grant Commission).

If you are asking about engineering entrance exams then its eligiblity criteria is 50% in PCM in 12th standard and 60% in case IIT-JEE. But there are few entrance exams which require 45% marks im PCM. You should not be failing in any of the PCM subjects.
