The qualifications should not be relaxed even for candidates possessing M.Phil/Ph.D. at the time of recruitment.

For appearing in ugc net exam you should post graduate with 55% in your own
subject. whether you are in final year of post gradution or passed in post gradute can apply for ugc net exam.

Is it possible to have paperwise appearance for NET exam? I mean 1 or 2 paper one time and if 3rd one failed, is it possible to write the 3rd paper only later? Or I have to pass 3 papers together?

To apply for UGC NET exam, graduation marks is not required, only post graduation marks matter.

For that, you should have secured minimum of 55% marks in Masters Degree OR equivalent examination from a recognised Universities/Institutions in Arts, Social Sciences, Computer Science & Applications, Electronic Science etc..

There is a relaxation of 5% marks for SC/ST/PH/VH candidates...

So if you have more than 50% marks in your post graduation, you can apply for UGC-NET.

UGC NET Eligibility

Degree and Marks:

At least a Master’s Degree OR equivalent examination from universities/institutions recognized by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test.
SC / ST / PH / VH: 50% marks (without rounding off)
Others: 55% marks (without rounding off)

Note for Final Year Students:

Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with stipulated marks. Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

Note for Ph.D Holders:

The Ph.D. degree holders whose Master’s level examination had been completed by September 19, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks for appearing in NET.

Junior Research Fellowship:

Maximum 28 years

Lectureship:

There is no upper age limit for applying for lectureship eligibility.

University grant commission conduct entrance exam for Phd every year twice.

For appearing you have to score minimum 55% marks in Post-Graduation from recognized university.

For ST/SC candidate minimum 50% marks is require.

There is no age limit for applying in this exam.

For J.R.F age should be below 28 year.

First, congratulations to clear the UGC NET Exam. You are eligible for the UGC NET Certificate as the percentage required in post graduation is 55% marks.
The Eligibility for the UGC NET Exam is as follows:
The Candidates must have completed post graduation/ master's degree with 55% marks (for general category and 50% marks for reserved category candidates.) from the recognized university.
There is no requirement of percentage marks in graduation.
And there is no age limit for the assistant professor or lectureship.
As the IGNOU is the recognized university and you have secured more than 55% marks you are definitely eligible for the UGC NET Certificate and as you cleard the UGC NET 2017 exam, you can get the e-certificate from the official website.
