Is it possible to do diploma course in civil engineering from any AICTE institute?

Dear Sir,
I passed 10th in 1991 with 1st division and during my session there was a rule that if anybody fails in one subject then it would be his fifth subject, and i failed in math and it had become my fifth subject. But now i want to do diploma course in civil engineering from any AICTE institutes. is it possible? and would it be my authentic diploma for getting any relevant job in Public sector departments in india?
