Yes sure you can do IPCC direct on basis of graduation marks.
but there are some rules which are:
if you have already register for CPT then you are not eligible for IPCC without clear cpt.
this is now must that you have to clear cpt exam.
if you do not register yourself for cpt then on basis of graduation marks you can take admission in IPCC.
