for section engineer as per the criteria a candidate must have Qualification :
Degree or its equivalent in Civil/ Mechanical/ Electrical/ Electronics/ Telecom./ Instrumentation Engineering from a recognized Institution.

so you should match your stream if it is there than complete your degree first to apply for the post

To became section engineer the minimum qualification required is B.E. in Mechanical/Electrical/Electronics/Telecom/Civil. First you complete your B.E. As you have not mentioned your branch so if you are having these branches then you can became section engineer.
