You need to get in touch with the HR of your Institution about the procedure of promotion. If they give promotion on the basis of the Diploma, then you are definitely eligible to get the promotion on the basis of your Diploma certificate given by State Board Of Technical Education And Training. But if there is no provision of giving promotion over the diploma certificate, then Any diploma certificate irrespective of Board won't prove beneficial for you.
So, first of all you need to confirm this from your Institution whether they consider Diploma certificate for promotion or not. If, yes then you are eligible. If, No then no diploma certificate would be applicable.
