IIT and IIST are always considered best for it,because Aerospace engineering is is not a child's play that every institute will be provide that course,it is very complex subject with the combination of mechanical, electrical, computer and electronics engineering.

However, there are very few good institute which offers that courses in India other then IIT;s and IIST.

Namely-

IISC,banglore.Admission through its own entrance.

Hindustan Institute of Engineering and Hindustan college of engineering under Hindustan university stands second after IIT,IIST AND IISC.It also offers direct admission as well as based on ranks of AIEEE.

VSM Aerospace,banglore.
MIT underAnna university admission through its own entrance.

For doing Aerospace egineering the candidate must have B.E. or B.Tech degree, if not then the candidates must have diploma in aeronautics and at 12th level PCM are must.
There are number of institutes offering Aerospace egineering course list of such colleges are:
Madras Institute of Technology
Indian Institute ot Aeronautical Engineering, Dehradun
Hindustan College of Engineering, Tamil Nadu
Hindustan Electronics Academy, Bangalore
School of Aviation Science and technology, New Delhi
