All the government universities in India have the lowest fee structure.
such as ::
AIIMS,New Delhi
PGIMS,Rohtak
AFMC

If you are looking for abroad then
China
Russia
Ukraine
Ethopia
etc are the countries which provide the MBBS at lowest rates.
