there is required Non-creamy Layer certificate for OBC category for upsc exam?

i have done graduation from du by securing 43 percent marks.and have done graduation from open university 55 percent marks and pg with55 per cent percent marks from open university. at the time of applying to any govt institution for job can i present.delhi university graduation certificate along with open university post graduation certificate ,but i have taken admission in pg on the basis of open universitys graduation certificate. plz help me...
