Yes, of course you can join a CS course after 12th standard. Those candidates who are completing their 12th standard can apply for CS course through online or offline mode. Admission To The CS Course is open throughout the year. Examinations are held twice a year in June & December.

Foundation Program:
Should have passed 10+2 examination or equivalent examination organized by a State Board or a University Executive Program:

Intermediate Program:
Applicant must be a degree holder in any discipline from any recognized University.

Professional Program:
Those candidates who are completing Executive programme can apply.

Fee structure:
-CS Foundation Program Rs.4500/-
-CS Executive Program
Rs.9000/- for Commerce Graduates / CPT passed of the ICAI / Foundation passed of ICAI-CMA
Rs 10,000/- for Non Commerce Students
Rs 8,500/- for CS Foundation passed students
-CS Professional Program Rs.12, 000/-

company secretary course has 3levels of exams..
1.foundation level
2.executive level
3.professional level

A student who completed his class 12 or equivalent is eligible to apply for foundation.

A student who clear foundation level or a graduate can apply for executive exam.

Since you have completed your class 12,you can apply for foundation level..you can also get updates in www.icsi.org.
