I have passed 12th Standard from Sanskrit Siksha Board, Patna Bihar. Is the certificate issued by the board is valid or not for applying to government jobs in the state of Bihar and Uttar Pradesh?

For getting any job in government or private sector you should study your education from any recognised board. Since BSSB is a well recognised board you can easily get jobs in any government or private sector in Bihar or Uttar Pradesh or any other state.
Your 12th class certificate is valid in any state and you can get job in any state or you can go for your higher education based on your qualification.
