No, You are not eligible for attending or to sit any Recruitment process. If your are having some backlog in you academics then better try to clear it as soon as possible.
There is no companies looking for students haven't completed their course and those who have some arrears in their course.
After clearing those backlogs you can try for Civil Companies. There are many companies available who recruits Civil Engineering candidates for their company.
