Yes, you are eligible to apply for government sector jobs if you have completed Graduation in Arts stream. The basic educational qualification required is "Graduation" or "Bachelor's Program" from a recognized university. If you have completed "Bachelor of Arts" (B.A) course, you are of course eligible to appear in Government sector examinations. Candidates with 12th class as their educational qualification, can apply for NDA & NA (National Defense Academy and Naval Academy), Postal Department exams (Postman/ Mail Guard/ Postal Assistant/ Sorting Assistant), SCRA (Special Class Railway Apprentices) exam, Staff Selection Commission (Higher Secondary Level Exam, Multi Tasking Staff Exam). Candidates with Graduation as their basic educational qualification can apply for Bank Clerical Jobs, Probationary Officer level jobs, Specialist officers, Staff Selection Commission Combined Graduate Level Examination, and all the above examinations. Generally, the minimum educational qualification required is, "Graduation" in any stream from a recognized university/ board.
