Is lpu, punjab approved by state psc? It is ugc approves so whether it means we can apply for state psc's exam also?

Whether the student from smu distance education can I apply for state psc.

My friends learn in lpu he says lpu is very unresponsive university about education only it earn more money so he left from lpu last year. So what I think about lpu education
