with the state rank 7217 in wbjee, and, in which engineering college can i get admission in b.tech. can i get admission in govt college in uttarahand?

Getting admission into the college based on a rank in an entrance examination totally based upon the rank you get and the demand f the course and college you want to take admission in.
So, in my suggession, stop guessing and asking about the college you may get and sit in the counselling and see for yourself. After the counselling, you will get the college depending on the rank you got in the entrance test.
If you want to take admission in Uttarakhand, then you cannot do that on the basis of the rank you have secured in WBJEE. For the same you need t fight a national level entrance exam like JEE or the Pre Engineering test conducted by the Government of Uttarakhand.
