No, the Diploma course is not equivalent to a graduation degree. The degree which can be done after completion of 12th or Diploma is known as Bachelor's Degree or Graduation Course. There are two types of graduation degrees :-
1.Under Graduation
2.Post Graduation

The candidates who have completed 12th or equivalent are eligible to Under Graduation course and the candidates who have completed Under Graduation are eligible to do the Post Graduation course.

Diploma is not equivalent to Graduation and it will not be considered as a Degree by any recognized University.

Hence, you have to complete Graduation after Diploma course, then only you will be eligible as a Graduate candidate.

Diploma in Engineering holder can get admission though lateral entry exam. This entry allows Diploma holders to get admission into 2nd year of B.Tech course of their respective discipline.

Hence, if you want to become a graduate, then apply for LEET and get admission in a B.Tech course. After completion of B.Tech you will be a Graduate.

No, Its not equivalent to graduation degree. But its almost equivalent and slightly higher than 10+2. Most of university courses eligibility is diploma and 10+2.
