You have done MCA degree from Sikkim Manipal University so you are eligible for CSIR NET exam because your university is recognized. Yes, you can do Ph.D degree.

Those candidates who have completed masters degree from a recognized university are eligible for CSIR NET exam. General and OBC candidates should hold 55% and above marks in masters degree. For SC/ST candidate its 50% and above in masters degree.

Your age should be below 28 years.

If you have scored 55% marks or above in MCA degree from Sikkim Manipal University then you are definitely eligible for Ph.D admission. There is relaxation of 5% marks available for candidates who belong to reserved category.

You can surely apply for UGC/CSIR NET according to your Master's degree for Computer Science subject. Hence, just make sure that you fulfill the percentage criteria because Sikkim Manipal is a recognized University.
