I have completed 12th,D pharma,B pharma,M tech(biotech) in higher:more 65 to 82% ,Qualified UGC-NET-june JRF&LS both ,but 10th result is 52.8 Can I take admission in National brain Research Institute N.Delhi ?

Class 10th percentage don't matter when you are applying for Ph.D admission. Admission is based on your performance in written exam and interview which will be conducted by the concerned university or institution.

If you have 55% marks in post graduation then you are definitely eligible for Ph.D admission and other percentages don't matter. Just be prepared for interview stage. UGC NET qualified candidates like you are exempted from entrance exam.
