Why there is no reservation seat for PH candidates in CSIR-NET?

Sir,
I want to know why there is no reservation for PH students in CSIR-NET as there is reservation for the same in UGC-NET. So I want to know how it makes justification for PH students as en-ruled in Constitution of INDIA i.e., equal Apportion Act.
