Colleges offering masters in genetic engineering both in India and abroad? where do u think will be best to pursue my Masters in the same.

Very less number of colleges offering the course directly as the Genetic Engineering stream.But there are many number of college offering the courses as a special discipline,but considers as a subsidiary in the various streams such as Biochemistry streams,Microbiology,and Biotechnology streams and more.Generally studying in India or Abroad does not make much difference,it entirely depends on the subject you learn about.Basically to get good jobs in India after studies,generally studies from abroad are most preferable.
