The university is located near Katra in the state of Jammy and Kashmir, India near Trikuta foothills. It is a public university and was established in the year 1999 by Jammu And Kashmir State Legislature. The inauguration of the university was done by Dr. A.P.J. Abdul Kalam, who was then the President of India, in August 2004. The university provides technical and scientific education and is a residential cum technical university.  It aims at providing education, research and scholarships at an excellent level of international standards. It encourages collaborations and bonds with industries and provides the facilities of research so that it could be used for the commercial purposes as well as for the betterment of the society. It also encourages the interactions of the students and the faculties with other universities and experts all over the world. It promotes the study of latest and emerging fields and research work in the same.

The campus of the university is around 474 acre and divisions are made forming various blocks like the academic block, residential area, administrative block, hostels and central library. The laboratories, conference room, lecture hall, computer lab, seminar halls and schools and the departments are well equipped with latest and modern facilities.

The university has primarily four sections that are, the college of engineering, humanities, management and philosophy. Within each section are their respective schools offering various courses like under the college of engineering comes the B.tech programs in electronics and instrumentation, electronics and communication, computer science etc., the college of management has its schools and similarly the other colleges also deal with their respective schools. The university is offering various courses under these sections.

For admission in any of the courses available, the candidate must satisfy the eligibility criteria for the course following which he/she gives an entrance exam. The candidates qualifying the merit list of the exam gets admission.
