I am very weak in English so I have decided to do Diploma course in English Communication Skills. But I don't know that whether I can get any advantage through this course. Will this course provide fluency in English in me?

If you want to gain spoken English skills, then you should join some English speaking classes. There is no point in completing a course, if they don't give you space to express yourself in same language.

Courses are just theoretical knowledge, you can go for any course which gives you practical exposure to learn the language.
