i am now study in diploma Electronics &Telecommunication.
can i take admission to IIT,
on the basis of diploma,
after completing diploma.

No, you cannot study in IIT after completion of Diploma course because the IIT's does not offer admission through Lateral Entry Process for Diploma candidates. Only candidates who have completed their 12th standard from a recognised board are eligible to get admission in IIT by appearing and qualifying JEE Main and JEE Advanced examination. Based upon the JEE Advanced examination rank, candidates can get admission in IIT for pursuing their B.Tech course. Since, the IIT's does not offer admissions through Lateral Entry process, so, you cannot get admission in IIT after completion of your Diploma course.

Sorry, you can't apply for B.Tech course in IIT, if you are a Diploma in Engineering holder. There is no lateral entry admission in IITs for Diploma in Engineering holders.

For JEE only 10+2 candidates who have studied Physics, Chemistry and Biology are eligible for it. Hence, you can't get admission in IITs for B.Tech course.

There are other colleges in India which offer admission through lateral entry. You can also apply for AMIE which is equivalent to a B.Tech degree.

After completion of B.Tech or AMIE you can apply for GATE which will help you to get admission in IITs. Hence, if you want to get admission in IITs, then this is the only process available for you.
