Have the MHRD/AICTE/UGC taken the initiative such as the Gujarat Govt to enable the existing NCVT/ITI at par with HSC/12th?

Sir,
The MHRD and AICTE, have proposed certain reforms in education ie the formation of certain bodies which will promote Vocational training on a School to PHD level. The program emphasises the need for quatity labour.
The framework enables those who complete two levels after the tenth standard at ITI's equivalent to HSC/12th thereby facilitating entry into undergraduate courses.
The Gujarat Government has passed a historic legislation which will allow all those students who have passed NCVT/ITI, of 3 and 2 years duration respectively after 10th to be allowed to be admitted into undergraduate courses ie BCom, BA etc. This brings the two courses at par.
I request you to answer my question :
Have the MHRD/AICTE/UGC taken the initiative such as the Gujarat Govt to enable the existing NCVT/ITI students to gain entry to undergraduate courses without the need for fulfilling other criteria as bridging courses.
