You can join B.Tech in Aeronautical Engineering after completion of the diploma in Electrical & Electronics. There is a system called lateral entry system for the diploma holders you can join directly into the second year of the B.Tech course. Some of the colleges take admission through lateral entry exams like Joint Entrance Examination of Lateral Entry and some of the colleges take students through their own examinations. So the aspirant has to check with college or university he wants to join, regarding entrance examination.

No, you are not eligible to pursue B. Tech (Aeronautical Engineering) course after completion of your three years Diploma course in Electrical and Electronics Engineering. Only candidates who have completed three years Diploma course in Aeronautical Engineering course are eligible to pursue B. Tech (Aeronautical Engineering) course. Being a Diploma holder in Electrical and Electronics Engineering, you are not eligible to pursue B. Tech (Aeronautical Engineering) course.
