As of now distance mode engineering diploma is not approved by AICTE. IGNOU is not allowed to offer such courses in distance mode. Recently, one open university was penalized for offering engineering courses in distance mode.

Therefore, if you want to do engineering diploma then you have to attend regular classes. Admission is only possible through polytechnic entrance exam conducted by the state technical directorate.
