First of all congrats for your result.Though you will not get I.I.T's but then too you will get some good colleges.

Look forms for different colleges will be available from the month of June and after that you can try for different colleges.

sir, i have secured 27.33 in gate for cse in 2012 can i get any seat in anna university but the valid score for obc is 28.37

there is no single counselling
every college have there own criteria for admission
some conduct test and some take admission on the basis of interview
it all comes down to your gate rank on kind of college you are going to get

Counseling dates for GATE is mentioned on Notification.So according to the date mentioned in the notification the counseling will go on.
