IES Eligibility Criteria

Educational Qualifications :

Degree in :
• Electrical Engineering
• Electronics & Communications Engineering
• Civil Engineering
• Mechanical Engineering

or equivalent degree from recognized universities.

• M.Sc. degree or equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject is also acceptable for certain posts.
• Students of final year Engineering or equivalent degree are also eligible.

so there is no percentage is required only pass out of final student are enough..

For IES eligibility is-

Bachelor’s degree of a recognised university and having age lies between 21-30 years for general (3 years relaxation for OBC and 5 years for SC/ST in upper limit).

so, you are eligible for it.

yes you are eligible as the criteria required is for aggregate percentage of marks and not for semester marks.
one may have lower marks in a semester but overall his score should be above
the 60% criteria... hence
you are eligible , do not worry and prepare well for the exam.
visit www.upsc.gov.in for
IES details

It appears you know the critria well but you
are unnecessariy confusing yourself.
IES criteia clearly states 60% aggregatehttp://www.onestopias.com/indian-engineering-service/
... so there should be no
confusion regarding percentage marks in semeter.
Your overall score need to be above 60%... which you have
so you can appear for the exam.Do not worry.
