Sir, my date of birth is 13-08-1999. So am i eligible to write jee (main and advanced) 2016 to take admission in IITs or not?

Yes, you are eligible to appear in JEE Main and Advanced 2016 examination even if you are less than 17 years of age. To be eligible to appear in JEE Main and Advanced 2016 examination, the candidate should have been born on or after October
1, 1991. Five years age relaxation is given to SC, ST and PwD candidates, i.e., these
candidates should have been born on or after October 1, 1986. Since, you have born in the year 1999, you are eligible to appear in JEE Main and Advanced 2016 examination.

To appear in JEE mains and JEE advanced in 2016 you have to follow the age criteria that is the minimum age required to appear in JEE mains in 2016 in 17 years as on 31st December 2016 and maximum age limit is 25 years where as relaxation in upper age limit is given to reserved categories as per government rules.
So,complete your minimum age required to appear in the exam that is 17 years.

General category student born after 1/10/1991 and for SC,ST &PWD candidates born on or after 1/10/1986 are eligible to appear on JEE MAIN exam.Candidates must have passed the 12th exam on 2013 or after.Candidates appearing 12th exam on 2016 are not eligiblr to appear in JEE EXAM.

Yes, why not, you can definitely apply for Joint Entrance exam both stages even if you are less than 17 years. You just need to fulfill following criteria for exam:

>>10+2 passed or appearing from a recognized board and your stream in 10+2 must include subjects like Physics, Chemistry and Mathematics. Minimum of 50% marks is required.

>>For JEE main exam, only candidates passed out in 2014 onwards are eligible and for JEE advanced those who passed out in 2015 are eligible.

As dates for online application are already over, there is no chance to appear for this year exam, you can apply for next year exam when notification comes.
