I have passed me b.a in 2002 with 43% and b.ed in 2003 with 55%.so am i eligible for tet in hp

Yes, you are eligible for TET exam because you have completed B.A and B.Ed course.

Eligibility criteria for TET exam:-

1)Those candidates who have completed graduation degree are eligible for TET exam.

2)Your age should be below 40 years.

I had 42% in BA and I had complete B.Ed. can i apply for TET/CTET exam
