IAS stands for Indian Administrative Services .IAS exam is conducted by UPSC every year .

Graduation Degree in any stream from a recognized university , the final year students also eligible for applying preliminary examination .There is not required any specific marks criteria for IAS exam .

Yes ,English honours student can apply here .

Your age should be in between 21 years to 30 years for general candidates .Age relaxation is given below -

5 years relaxation for SC/ST candidates
3 years relaxation for OBC Candidates
10 years relaxation for PHC candidates
5 years relaxation for Ex-serviceman

There is a restriction for attempts .The no attempts allowed for IAS exam is given below-

For General: 3
For OBC: 7
For SC/ST: No Restriction

IAS examination can be divided as three stages.

1)Preliminary
2)Main exam
3)Interview

Offline registration fees for civil service exam is 100/- and Online fees are 50/- .There is no registration fees for SC/ST/OBC and female candidate .

Yes, you can apply for IAS there is no percentage bar for civil services.
It only requires graduation appearing or passed.

as you are a graduate student you are definitely eligible for ias exam, ias exam is conducted by upsc, under upsc following exam is conducted for civil services :

indian police services
indian forest services

eligibility for ias :

must be a citizen of india
must have completed graduation from a recognized university
no minimum requirement of marks

age limit :
minimum age limit allowed is 21 years

IAS- Indian Administrative Services conducted by UPSC (Union Public Service Commission).
