No, not in any case it will be possible to change your college or university in the mid of your engineering degree. If you want to do this then you will have to waste a year that you had completed in your present institute and then only you will be able to take admission in any other engineering college.

PTU is a very good university and provides good job opportunity to its students. Changing college will not bring any good to you. You better change your attitude and try to improve yourself.

Take your studies seriously and make a good academic record. Grow your technical, analytical and aptitude skills with proper guidance from any coaching or book or from a senior. Work on your communication skill and fluency in english. If you will make yourself deserving then you will get opportunity irrespective of your college. Many deserving students reach to the top from a C grade institute, you are from a good college , don't take any wrong decision or waste your academic year without any reason.
