No, not at all, you can not change your university from Punjab Technical University to Vishweshwaraya Technological university without losing a year. You must know that inter college transfer under same university is allowed for candidates after completion of first year of engineering but you can not change university after first year of engineering.

You will have to take transfer certificate and migration certificate then move to VTU and take fresh admission in any college of this university. This will cost you loss of one complete academic year. It is better if you can change college within same university if you do not like your present college.
