dear aspirant

as you have got 68% in bihar board, its a very low marks for admission in du,
if you are from general category then its almost impossible to get admission in b.com ,
but if you are either obc or sc/st then you can get admission in some evening colleges of du or 1 or 2 day colleges,

generally this depends on cut off list announcement, if du announces high cut off then its impossible to get admission but if there is low cut off then you can get admission,

so you have to wait for announcement of cut off, as the admission process is over for academic year 2013 you can wait for 14 for your admission,

Yes you can get admission in Delhi University with such marks in std. 12th. D.U. has more than 50 colleges under itself, and what you here in news about that the cutoff marks was 97% - 98% those are of some top colleges under D.U. So if you want admission in a college under Delhi University, it is possible, but in a specific top college could be difficult or I would say impossible with such marks.
