No, you are not eligible to appear in Civil Service exams to become IAS beacuse you are not degree holder.

Eligibility:

1. Graduate candidates can appear in civil service exams with minimum 50% marks and 45% for SC/ST candidates.

2. Age 21-30 years.
3. Relaxation of 5 years is given to SC/ST candidates and 3 years to OBC .

You have to complete your degree then only you can appear.
