Certificate IV and Diploma in Aviation is a Technical Education? Also, if it is a technical education, Can I get reimbursement of tuition fees from central govt. offices? Any Diploma can be done at private institution or govt institutions?

As per the Handbook 2010 for Central Govt. Staff, of Swamy's publications, Tuition Fees (or)
Children Education Allowance can be claimed for only

School going children only i.e. from classes Nursery to twelth, including classes 11th and 12th held by Junior colleges or schools affiliated to Universities and Board of Education AND also Two years diploma courses in Polytechnic.

So, if your child has done Dip.in Aviation after 10th then there is a chance you get the tuition fees re-imbursed. I am not sure, whether Dip.in Aviation course comes under Polytechnic.

No, there is not any procedure of getting tuition fee, but you may get some scholarships for it as it is a technical education.
