hi....yes,a student who passed b.tech can be called as "graduate".so,a diploma+b.tech holder can be called as graduate.
there is no need to do any special degree besides b.tech to attempt IAS exam or MBA entrance exams.but you need to meet some special criteria to attempt ias and mba exams.

1)must hold a degree from any discipline from any recognized university.
2)final year students who will obtain degree by august 1,2013 are eligible for csat 2013.
3)degree obtained by distance education/open university is also eligible if the university is recognized one.
the upper age limit is :
1)general category 30 years
2)sc/st category 35 years
3)physically handicapped 40 years
for notification details visit "www.upsc.gov.in"

Yes, sure.

B.Tech is 4 year engineering program after 12th & hence it consider as a graduation.

If you completed B.Tech after diploma then it was also consider as a gradation.

So you can apply for IAS Exam or go for MBA or M.Tech after B.Tech

Hi Dear
If you have done B.tech it mean you are graduate degree holder you can apply for the IAS Exam . You may also take admission in Master degree like M.tech.But you want to go Govt. jobs then it is best options for you if you appear IAS exam, Banking Exams and SSc Exam.
