I have scored 1102 in board exam. I wish to study B.S.C physics. I have scored 191 in physics. Would I have a chance to get admission in Government arts & science universities?

Not all the universities ( government ) offers admission to undergraduate courses on merit basis of 12th score.

But, universities as like DU offer admission to candidates on merit score of best four subject in 12th examination.

For admission in B.Sc Physics required qualification is that candidate must have passed 12th with PCM as main paper.

To get admission in government colleges or universities candidates have to appear and qualify in entrance examination conducted by respective university.
