Hello friend,
Since your age is 33 and you haven't been still able to complete your graduation, its difficult to get a government job at this point of time. For most of the exams conducted by many governing bodies for recruitment of candidates in government sector, the maximum age limit is 30 years for candidates belonging to general category, 33 years for candidates belonging to OBC category and 35 years for candidates belonging to SC/ST category.
Therefore, there doesn't seems to be any chances for you to getting into the government sector, however, having done your graduation, do try for some private firms where age is not going to be a problem at all.

How can I get govt job at an age of 40 years after doing diplomo in computer science (joc) in first class ?

then why you are searching for government job, there are lots of opportunity in privet sector, you should make strong yourself and work with skills.. there is nothing bad in privet firms.
