In order to join the police department as constable, you must have qualified +2 level of examination from a recognized board. There is no restrictions regarding the percentage of marks obtained in +2 or the combination of subjects.
The maximum age limit for the same is 25 years.

Since you have not qualified +2, you will not be considered eligible to join as constable in police department.
