How to take admission in B.Tech 2nd year after diploma with 65% marks


I want to get admission in B.tech 2nd year...i did diploma with 65%marks and i want the admission specially in DTU and NSIT...please help me.

Diploma and degree both are three year course but for filling vacancy diploma person not applicable to apply at par why? .
