Possibility to apply in DRDO exam for higher post with 1st rank in MSc for a candidate who have got 2nd in BSc(Chemistry) Relaxation for SC/ST candidates?

Sir, I have got first class rank in Honours paper which is Chemistry. But, second class rank aggregate in BSc. Can I apply for entrance exam in DRDO for higher post in future if I get first class rank in MSc in future? Are there any relaxation in percentage secured for SC/ST candidates?
