Hello Sir, My daughter is studying In class 11th ISC board with Science Stream. Can she migrate from ISC board to State board for 2 year Pre-University?

Students are not allowed to change board in the middle of higher secondary classes.
In case you want to change board then you need to get admission again in higher secondary in that board which means you have to go back for a year and study again the same standard which you have already completed.

So, its better to stay in with the same board till higher secondary certificate examination. In case you are not satisfied the education system of school then you are allowed to change school but the school in which you want to take admission must be affiliated to same board as the school in which you are currently studying.
