It is depend on the university.Every university has their own admission procedure,fees structure etc.So it is better for you specify the name of some particular university.

PH.d is a good for especially those who are interested in the teaching and research field. You must first decide the institute from which you would like to take the same. You must apply for the same. If your application is accepted the college will be contacting you. You may be required to appear for an entrance exam. The fees varies for each college. However if you are joining a reputed institute you could be receiving a stipend.
