what is the qualification to do English language communication course
when can i apply .what is the duration and fee structure.

There is no boundation to learn anything at nay age.
You can learn english language communication anywhere and anytime. The duration will depend upon your catching power i.e. how easily and fastly you grasp the things.
Further the fee structure will depend upon the institute from which you do it may be approx Rs.3000-5000......

The fees wont be that high. The fees can range from 2000 to 30,000. It depends on what level you want to learn english

So try applying for some well know institutes

There is no limited criteria for the qulification for language cources.
Since you have done MBA you can do it.The fee structure is according to institutions such as ACL(American classes for languages),BSL(British school of languages) and so on. It is in betwween 3500/- to 6000/-

there are no age limit specified in the prospectus of the course since there's nothing to do with age,.

the fee ranges from few thousand to 20 thousands as well as it depends upon the institute from which you want to learn english .
