Why Meghalaya PSC has Prelims and Mains exams for Lower Division Assistant recruitment?


Hello, I would like to know that how many exams I have to give in Meghalaya PSC for Lower Division Assistant. I have heard that there is Prelims exam and also Main. Why this is so? Why Meghalaya PSC is taking exams in 2 parts?
