Sir, I am in final year of MA Sociology and after it want to do PhD from JNU or DU. Please tell me which one is best for it? Eligibility criteria and procedure to get admission?

After completion of your MA Sociology degree you can apply for PhD in the relevant discipline. Those candidates who have completed Master's degree in Sociology with a minimum of 55% marks from any recognized university are eligible to do PhD in the relevant discipline. Eligible candidates have to appear and qualify in the UGC NET entrance examination, qualifying in which they can take admission into their respective PhD course.
Both Delhi University and Jawaharlal Nehru University are good in their own but as per my knowledge Delhi University is better. It provide good study environment and faculties are good.

Both the above Universities are very good to opt for the Ph.D course as both of them are top most Universities. But according to my opinion, you must go for JNU as it is regarded as of the top most University. It has a very good study environment. Faculties teaching there, are very friendly and helping.
Since you are in the final year of MA in Sociology, you are eligible for Ph.D course after the completion of your Masters degree.
You must have to appear in the NET examination in order to be eligible for Ph.D course.
Candidates those who have completed their Masters degree in the relevant field from a recognized University with a minimum of 55% of marks in it are eligible to apply for the NET examination.
Once after qualifying in the NET examination, you can apply for the admission at JNU to study Ph.D course.
