You have completed M.Com degree with above 65% so you are eligible for UGC NET exam.

But you can't choose Management specialization because you have done masters degree in commerce.

NET stands for National Eligibility Test which is conducted by UGC.

The educational qualification required for NET Exam is masters degree from recognized university with above 55% marks. 5% relaxation is given for SC/ST category candidates. Final year student are also eligible for NET Exam.

There is no age criteria for NET Exam but for JRF your age should be below 28 years.

You have to opt for the subject, which you have studied in your Master's degree. Hence, you must opt for Commerce as your UGC NET subject. You have got 65% marks in your M.Com and are definitely eligible for UGC NET.

For management subjects, you must have MBA qualification. You don't have MBA qualification and you are surely not eligible for this subject. You have to show the certificates related to your subject choice and if you don't have supporting documents related to Master's Degree in Management, then you will not be eligible for that subject.

You can go through the notification for UGC NET and you will come to know that rules an regulations which needs to be followed before choosing a subjects.
