To join in IAS which is a Indian Civil service to serve the country you need to write the entrance exam which is conducted by UPSC. There are eligibility conditions which are needed to be satisfied which includes:

You can consider self studying for now.
Once you complete your Class 10 Board Examination you can join various coaching Institutes for IAS Examination.
Since you are starting very early it is very good for you that you ample time in your hand to prepare to the best of your ability.
You need to make sure that your English and Mathematics is strong and that will be the basic foundation which you will require to crack the IAS Entrance Examination.
So start sharpening your English and Mathematics from now on.
